Dr. Cecil Adolphus Taffe was born on April 7, 1952 in Kingston, Jamaica to Aston Solomon Taffe and Quinetta Holder Taffe. Cecil was the middle child among seven children including his brothers Cleveland, Stedrick, Everton, & Jeffery (Pauline), and sisters June and Joy Murrell (Dr. Samuel). He is survived by his loving mother, his siblings, and his fiancee, Afrah Ejel, and by a host of nieces and nephews including Peter, Claudine, Camille, Careen, Anthony, Karl, Tania, Natalie, Aisha (deceased), Dainty, Mark, Ashley, Marie, Ricky, Donald, Charlene, Matthew, Johann, Ethan, and Lanielle. His grandnieces and grandnephews include Duane, Tanisha, Morgan, Queenie, Khalid, Mahalia, Maleka, Nyah, Esat, and Tsehai, Amali, and Sela.

Cecil enjoyed a special caring relationship with his parents even after he left Jamaica. Throughout his adult life he faithfully provided support for them just as they were faithful in supporting and inspiring him in his youth, especially during his pursuit of an advanced education. Although their careers and lives scattered them across several continents, Cecil's family members along with Afrah supported him with love, faith, and encouragement during his extremely valiant battle with cancer. He, in turn, inspired them with hope and courage.

Dr. Cecil began his post-secondary education when he entered the University of the West Indies as a teen and earned his PhD. in Ecology at the age of 24. Immediately after graduating, he became an instructor. Dr. Cecil continued his education in Europe at the University of London, where he received his MBA. In 1996 he arned an MPA degree in International Development and Finance from Harvard University.

His education and extraordinarily conscientious work ethic prepared him for a long accomplished career with several national and international agencies including the United States Agency for International Development (U.S.A.I.D.), the Government of Jamaica, the Government of the Cayman Islands and finally, the United Nations where he served as a specially appointed Deputy Chief Budget Officer over the U.N.'s peace mission in Sudan, Africa. In this position, Dr. Cecil managed a $1 billion budget.

Prior to his assignment in Sudan, Dr. Cecil served as a U.N. Trust Fund Coordinator, managing the financing of the Eritrea/Ethiopia Boundary Commission. He also managed the U.N. Trust Fund in Bosnia and Herzegovina as Chief of this trust fund.

Throughout his adult life, Dr. Cecil served the needs of others. He will be remembered for his goal-oriented to making the world a better place.
